It’s a modification. People used to do it all the time in the 1990s/early 2000s. You remove the driver’s side wiper arm, then take off the passenger side one, rotate it upward by a decent bit and bolt it back on so that its lowest point is about 1/3 of the way from the bottom of the windshield, and install a longer blade. It’ll reach to about where the wiper is in that picture.
It is also possible to modify the wiper transmission to get the single wiper to wipe the whole windshield, but it doesn’t look like they did that here.
